This tutorial on part creation provides a step by step instruction on the development of the base part used in a hinge assembly. Follow the below steps for details. 
 
1) Open Inventor as shown in step one to nine in the following link - Core Rod Extension - and draw a rectangle and construction line and add coincident constraint to the construction line as shown in Figure 1.

2) Now add general dimension and then edit those dimensions as shown in Figure 2., and then click on button to exit sketcher work bench.

3) Now go to isometric view and then click on button. When "Extrude" dialog box opens enter the parameters as shown in Figure 3.

4) Now using xy plane draw two circles and lines as shown in Figure 4.
